Replace fuel pump
The fuel pump is in the tank. No easy way to change-tank has to come down.

that code has nothing to do with your a/c unit. its saying you have an evap leak somewhere. make sure you check your fuel cap, fuel lines and all vacuum hoses on the engine. also check your fuel filler neck for and pin holes. if you cant find anything, go and get a smoke test done to find the exact problem

check cat-converter also heat riser may or may not have one could be ststuck shut ,air filter dirty ,fuel filter may be dirty.

Have the cat converter check as it may be blocking the exhaust system at high speeds . Check for fuel system fault not allowing the tank to vent correctly as you may be getting a vacuum in the tank not allowing the pump to suck fuel through to the engine.

Did you find out what it was? I have the same thing on my 1999 Astro van. It seems like an electrical issue and it varies when I press the gas. I'm thinking fuel pump. It used to make the noise and then stop. Now it doesn't stop.
