Could be a crankshaft postion sensor ,have you tried that ? Or some other sensor that is an input to the PCM , one that receive voltage from the PCM's five volt reference circuit . Do you know what that is ? Like the TPS - throttle position sensor , It has three wires , one is five volt reference , one is ground to the PCM an the last is the signal to the PCM . All three wires come from the PCM . If the sensor starts to go bad it can short an bring down the five volt reference circuit shutting down the engine . The MAP , ECT , TPS ,EGR , Check for five volts at the TPS after vehicle shuts down , the gray wire , if less then five volts you have a problem in one of the other sensors . First let the TPS connector connected an back probe the five volt circuit , is it 5 volt's ? If less ,disconnect the TPS an see if it changes . I hope I'm getting this right . There are videos on youtube . 5 volt reference How to check the 5v reference circuit for short to ground Cadillac

Your belt tensioner is not repairable. That doesn't mean it couldn't be repaired if the correct parts were available, but they are not.

The tensioner is replaced as a unit.

Have your TPS sensor check (throttle position sensor) and also have the iac motor checked(idle speed control) Both are located on the throttle body

did you replace it with a new starter or a wrecker starter, maybe a bad starter. check the teeth on the flywheel they maybe damaged causing the starter not to engage. you may have to shim the starter. were there any shims when you pulled the original starter off.
