This sounds like the block heater for your car's engine, the engine coolant heater with a cord that you p[lug into household current to keep engine warm during very cold nights. It makes for easy starting/warm-up of the car on cold mornings.
Use a small socket on the screw (I think it is a 5/16 head screw) and see if you can tighten it about a 1/2 turn or less (or until the heater element rim is snug against the engine block) to try and stop the leak. If that doesn't work, it will need to be removed to reseal it. This means you will have to drain the coolant from the car first. Then loosen that screw several turns to release the clamping-type wing nut on the other end of the screw inside the block. There is a rubber o-ring around the element that is leaking. Pull the element out, and watch out for a cup or two of coolant to also drain from the engine block. Now you have it out, you can decide whether to just replace the o-ring, or buy a new block heater with a new o-ring included (they're not too expensive), or just install a new freeze plug (like $2.00 at a parts store) in the hole if you don't care about having the block heater on your car. Be sure and clean the area well, around and inside the hole where the o-ring goes, so you get a good seal when you put it back together.Good luck.

Inspect/Replace
If it is necessary to remove the heater assembly, the cooling system must be drained before removing the heater core.
When a heater core leaks, a new heater core is installed or the old one repaired.
Heater Housing
- The heater housing is usually under the dash and must be removed to gain access to the heater core.
- Procedures for replacing the heater core vary with the year, make, and model of car. It threfore necessary to consult the manufacturer's repair manuals for the proper procedure for replacement.
The heater housing is disassembled to get to the heater core.
Heater Core
- Remove the access panels(s) or the split heater/air conditioning case to gain acess to the heater core.
- Remove the heater coolant hoses.
- Remove the cable and/or vacuum control lines (if equipped).
- Remove the heater core securing brackets and/or clamps.
- Lift the core from the case. Do not use force. Take care not to damage the fins of the heater core when removing.
- To reinstall the heater core, reverse the removal steps.
When the heater core leaks and must be repaired or replaced, it is a very difficult and time-consuming job primarily because of the core's location deep within the firewall of the car. For this reason always leak test a replacement heater core before installation.
No Heat, fan works engine is at temp.
Check to see if both heater hoses are hot when the engine has heated up and the heater is running.You have 2 possibilities. One is that water valve is not opening and the heater core is cold, the second possibility is that the heater core is hot and the ductwork under the dash is not switching the flaps to give heat.If both heater hoses are hot it means the heater core is hot and the interior ductwork is not channeling heat. You would then need to replace a movement valve or motor to switch the flaps in the ductwork.Sometimes with the high priced options, there are self-diagnostics in the control panel of the heater. You would need someone to initiate the sequence and let the self-diagnostics pinpoint the bad part. Otherwise you need to dive under the dash and troubleshoot.

Just to clarify, you can not hear the starter turning the engine over?
If this is the case the first thing you need to do is verify power on the small wire at the starter when you hold the key in the crank position. If there is power than make sure there is power on the large wire all the time. If both of the above are true than you need a new starter.
One other thing you should do before replacing the starter is make sure the engine turns over by hand. You can do this with the key off by turning the crank pulley clockwise with a 15/16 socket or wrench.
