2002 2500 won't crank
Check Battery voltage. Is it 12.6V? If less, charge the battery. You say everything else works. I assume you are talking about headlights also. Try turing on the headlights and then starting the truck. Have somone watch the headlights while you do this. If the lights go out while you try to crank, you have a connection ( most likly battery terminals) problem or battery problem. Many batterys break down under load
If the lights do not dim, you have a starter problem. If this is the case, smack the starter with a wooden broom handle and then see if it starts. Maybe you can get one start out of it to get it to the shop to get the starter replaced or rebuilt. The reason the smacking may cause the starter to work is that the brushes are worn just to the point where they do not contact the armature. Just a slight smack and you may be able to het them to go the few thousands of an inch to touch the armature.

Code po700 problem
First thing, smell your fluid to see if it smells burned. The code po 700 is a trans. control problem code, which could be because of burned clutches, but I don't really think that's the case. The best way to tell if you have an internal trans problem is to drop the pan and see if there's a lot of debris in the pan. If there is a lot of junk in the pan, more than likely you'll have to have the trans. rebuilt. I would take it to a dealer and have them run a trans diagnostic on it. With their scan tool, they can check your clutch volumes, turn all your sensors off and on to tell you what your problem is. Hope this helps. Phil
Heat is only warm for about 5 seconds
It probably isn't a mixer door possibly just servo motor . This may be a very difficult fix for you to do. The mixer door is usually in the middle of the HVAC system and that is behind the bash. The local dodge dealer will be able to give you a precise location. but it isn't fun to replace these servos. Hope this helps you
Bad starter
Don't mean to be a wiseguy but: disconnect the battery, unbolt the starter & disconnect the wires on starter. Get a new starter and reverse the process!!!
Except for stuff being in the way, which you will have to deal with as necessary, that's about it!!! There are no complicated or "secret" tricks on this one!!!
1999. Where does the white vacuum supply line connect?
Just a guess, but it should be similar to Dakotas. Look for a tee near the vacuum line going to the power brake booster. On the Dakotas, this tee also connects to another line going to the vacuum reservoir which is behind the firewall in the plenum below the wipers.

None of the above. Stop looking for the most expensive comportment to replace first. This is a correlation issue.
