1999 dodge ram van 3500 starter engages while engine is running only in park or neutral. Had to pull starter relay to disengage starter, also starter relay somehow connected to blower motor high speed

Check ignition key switch wiring. Could be a short between blower motor wiring and starter wiring. Try switching on high speed blower when ignition is on only (not started). If the starter cranks, then there is surely a leakage/short in the wiring.

How to preform a regeneration on a 2008 6.7 dodge 3500 diesel

Have you tried doing a manual regen ? This is done by starting your vehicle, bringing your RPM to about 2500 and letting it run for about 20 minutes. If this does not work, might want to take your vehicle on a long drive in a lower gear and watching the temperature to reach slightly over normal operating temps. (190-210).

2004 Dodge 3500 4x4 , torque converter lock up problems

The bad ground answer seems to be the most plausible answer. I had the same problem with my diesel 48RE transmission.I remembered a condition with the Intrepid where the instrument cluster lights and dome light would go nuts. The solution was to pull the plug from the back of the cluster dimmer control and apply electrolytic grease.I applied some to my Transmission Range Sensor connector and haven't had any trouble since.1. Diesels don't use vacuum2. Fluid level won't affect TC lockup3. Replaced the TC lockup solenoid array which did not alleviate the condition.UPDATE: The electrolytic paste in the plug did help for a time. However, eventually the torque converter failed about a year later and filled the transmission with metal filings :( I replaced it with a high-performance TC.

03 Ram 3500 ac blowing warm put freon in now if I don't turn my truck off after putting it in AC works but if I turn it off within a few hours all of the freon has leaked out!!

If you have a major leak in your AC system, you can try a can of "leak repair" with your next try at recharging the freon, or you can take your truck to an AC repair and have it fixed. Leaks can happen in hose connections, seals, etc.
