The Water is coming from the diaphragm . It may seem like its coming from the bolts but it isnt. Unless water pump was recently installed with a bad seal .

The fuel filter is located on the left side of the truck on the inside of the frame and its right below where your left foot would be sitting in the truck, the fuel line unscrews from the fuel filter there is 1 1/2" bolt holding it to the frame
