My dodge neon stuck in first gear wont go in any other gear its all play

There are bushings in the linkage for the shifter under the car at the shifter and at the trans. Those wear out or the retaining pin clip may have come off and pin got loose.

1997neon shifter won'T LIGHTUP

see this step and fix it. God bless youDiagnosis: The problem could be a bad headlight bulb, a loose bulb or corroded bulb socket, a bad ignitor, or a bad ground connection or wiring harness fault at the ignitor. High Intensity Discharge Xenon headlight bulbs do not have a filament, so if the bulb has failed it may be cracked or leaking. The bulb also requires a high voltage ignitor to turn it on and keep it glowing. On some applications, the bulb and ignitor are one unit and can only be replaced as an assembly. On others, the bulb and ignitor are separate components, and can be replaced separately. The bulbs are expensive to replace ($50 to $100), and the ignitors are even more expensive to replace (up to $200!), so you want to make sure you have correctly diagnosed the faulty part BEFORE you replace anything. TIP: Swap the "good" bulb that is working on the other side to the headlamp that is not working. If the headlight now works, you know the bulb you removed was bad and needs to be replaced. If the headlight still does not work, try swapping the "good" ignitor module on the other side to the side that is not working. If the headlight now works, the problem was a bad ignitor, not the bulb. You need to replace only the ignitor and not the bulb. If the headlight still does not work, you have a wiring fault such as a loose ground connection, a bad wiring harness at the headlamp housing, or a corroded bulb socket.

Car cuts out after driving for short distance. Lights etc still work. Just the engine stops. Wait a couple of minutes and it starts again.

Its possible.Try disconnecting the Battery for 10 minutes and see if it helps. By disconnecting the battery you are getting into read only memory preprogrammed functions. Using the keychip as your husband did could write over the functions. Hopefully the write over is temporary and the system will reboot to factory settings. It would be a good time to check if all remaining keys work in the car.

1997 neon won't do anything, however there is a clicking noise at the interior fuse box

No an O2 sensor WOULD NEVER cause this condtion. Please read on....

The engine and the automatic transmission in this vehicle are computer controlled and in most cases when a fault occurs a fault code is stored in the memory of the computer control module. There are exception to this, such as the Mass Airflow Meter and fuel pressure problems. What must be done is to have all the basic testing done such as a scan of the system for fault codes as well as a check with a live data scanner tool for engine functions that are not within range of normal, a trained technician is required to know what is correct and what isn't, then based on careful diagnostics done from a factory repair manual the correct part is replaced or the wiring repaired or the computer replaced (known as the PCM), which is very rarely the problem. Other basic checks must be done as well such as mechanical problems with the engine as well as engine state of tune and mileage on the engine. The transmission can have mechanical issues as well such as no gear engagement at all or a filed pump or other pressure related problems.

Blue smoke from tail pipe 98 neon no leaks i can see

It sounds like you could need some new piston rings. when they go bad it causes oil to get by into the combustion chamber and burn when the engine fires.

1997 lose of power when the a/c comes on

On small engines, any minor performance problem is amplified with the ac due to the horsepower the compressor pulls. You probably have a spark plug miss or injector problem that is made worse with the ac on.If you have not done a routine tune-up on the car I would do that first, along with replacing the fuel filter if equipped.I assume the check engine light has not come on right ?
