Where the frame connects to the body is rusting
You need to cut out up to 2" from the end of the rust and weld all new metal in. Best way to do this is to get a used section of the area you need from a salvage yard. Cut and fit the used part to replace the damaged part. Its the fastest and simplest way.

1999 Pontiac Grand prix does not blow high fan
if its the same set up as my oldsmobile intrigue there is a plug behind the glove box that has a sensor board, my fan quit working all together and I swapped that sensor out and everything worked fine afterwards, does your right side passenger floor board get wet when it rains hard, if so it has shorted part of the sensor out for the high side of the fan.

All "crank, no start" conditions are approached in the same way. Every engine requires certain functions to be able to run. Some of these functions rely on specific components to work and some components are part of more than one function so it is important to see the whole picture to be able to conclude anything about what may have failed. Also, these functions can ONLY be tested during the failure. Any other time and they will simply test good because the problem isn't present at the moment.If you approach this in any other way, you are merely guessing and that only serves to replace unnecessary parts and wastes money.Every engine requires spark, fuel and compression to run. That's what we have to look for. These are the basics that need to be tested and will give us the info required to isolate a cause.1) Test for spark at the plug end of the wire using a spark tester. If none found, check for power supply on the + terminal of the coil with the key on.2) Test for injector pulse using a small bulb called a noid light. If none found, check for power supply at one side of the injector with the key on.3) Use a fuel pressure gauge to test for correct fuel pressure, also noticing if the pressure holds when key is shut off.4) If all of these things check good, then you would need to do a complete compression test.Once you have determined which of these functions has dropped out, you will know which system is having the problem.

99 diagram supercharger
Could be one of two things. First is the brake light switch, located of course at the brake pedal under the dash. But usually if the brake lights work it is fine. Second there is a solenoid inside the console at the shifter. Look to the right of the shifter, there should be a slot there. Insert a key and push down to release the shifter. This solenoid is part of the shifter, so to replace it you have to replace the whole shifter, Runs from $150 to $200

One side hot other side cold
if you have dual controls for temperature for passenger and driver, they may be set to different levels, try to push the driverside temp control switch or knob in and this will give driver control over both sides again

Replacing sway bar. cannot get new sway bar to
Your old sway bar made of tubular steel. New sway bar made from solid steel. You have a frame under engine the sway bar attaches too. This frame also supports your engine and trans mounts. Follow frame and there are 4 bolts securing same. Mechanic I watched supported engine underneath. Loosen back bolts though not removed. (please note sway bar has arrow that bar can only go in one direction) This maybe your problem. Attach bar to frame and fitting's. Best if you raise front end and remove both tires. Good luck

Check your fuse box for burnt out fuse for radio. The fuse diagram should be on the fuse cover.
