You don't mention it but I think you should have a carburetor on that motor. Do a fuel flow check to make sure you are getting enough fuel at higher rpms. check the float bowl for the carburetor to make sure it is not partially blocked. But I will say it sounds like you could have low compression. I would have the compression check and also do a leak down check on each cylinder. Also have your antifreeze checked for hydrocarbon in case you have a leaking head gasket. Also make sure the oil is uncontaminated as well. If all

This is commonly an earthing problem, but can also be caused by a wrong bulb or blown bulb.

Jack the tire just till it is off the ground and turn the tire looking at the clearance of the tire above the ground. Notice how much it changes as you go around. Try this with each tire to find the problem.
