OK, white damp smoke indicates a coolant leak into one or more cylinders, probably from a head gasket blown, unfortunately.

One should have the head gasket(s) replaced.

Truck won't start cold, fuel pump relay and a.s.d

I would replace the A S D relay. it's located in the fuse box under the hood. It's inexpensive at the dealer. My ASD relay was acting up, and it wanted to bog down while driving, and sputter pulling away from a red light. once it finally goes, the vehicle won't start at all.

What is the torque when replacing the rotor and

Front hub nut is 265 lbs at final , I usually take it to around 100 lbs on the first go and assemble the brakes ... then when the wheel is back on the ground I will finish the torque off at 265 lbs. If you don't have a torque wrench that goes that high put a 44 mm socket on a breaker bar with a 3 foot extension and stand on it... that will get you close.

Where is the fuel filter located for a 95 dodge

It's in the fuel tank, no service, only gets replace if fuel pump goes bad, fuel filter is part of the fuel pump, comes as one unit only.

With the engine OFF, try and rotate the clutch by hand. If you can, insure freon is in the system. If all looks good chances are a pressure switch is to blame. Assuming you have checked the fuses and relay.

Hesitates -part throttle. 2-3000rpm.replace pump

try to test the postion of the pedal. You may have a dead spot on the throttle position sensor. Try at different speeds appliing the pedal to the same position. If its not speed or load related then it should show up everytime you have the pedal at say a given percent.

I put a new starter and batter in my 95 2500 v10

Is this the same problem that you before you replaced those parts? If not it sounds to me like you have a defective starter. If this is the same problem that you before then it could be, the neutral safety switch, the ignition switch, or the starter relay battery cables, poor ground. Check the negative cable connections at the frame, is it loose or corroded? The alternators job is to keep the battery charged, it doesn't have any affect on the starting system. The new battery should be fully charged.
