What kind of baterries should i get
Not ones from Wal-Mart. I own a car dealership and I replace more 1 and 2 year old (N)Everstarts more then anything else. Autolites seem to last the longest for me. Interstates are also good, and you can't beat the gel batteries, but they are $180 a piece.
Vacuum operated arrangment that engages front
no kit available, that i know off,, replace lines, rehook, rubber linbes to two nipples, should fix it,, just dod one of my plow trucks, also may have to replace module,, start with the lines first,
4x4 front end not locking in. front drive shaft is
1.are the vacuum lines rusted?
2. there are two nipple like metal tubes that have vacuum lines that go to them(front of cross member) see if one had popped off,
3. there is a controller that controls this,, maybe the problem.
4.) i have plow trucks, they get stuffed with snow, and pop off. or rust out.
5. you have a busted hub.. and $$$ to replace.
front axle turns, floats, till you engage the air operated gears, to 4x4.
4x4 not sifting in
Not much to go on...However, I'd check the actuator on the passenger's side of the front differential (back) there's a vacuum canister that rusts and loses vacuum. The assembly is held on with 4 bolts. Put a pan under it, take it out, chock the wheels, try engaging the 4 wd and look at it to see if it engages properly.

check the two nipple lines, front of cross member, there are two lines that come down,, make sure they are attached,, and lines are NOT rusted out, i have plow trucks, they get stuffed with snow, and pop off,, they may be frozen, (mositure)also,, its been cold lately.

do you have a TST on your truck? if so this is a common problem, your crank sensor is behind the starter(must pull) with a 10mm 12 point wrench, top bolt, not so fun.. and one bolt for sensor.. keep checking online. seams this is a common problem(i have 3 diesels) with TST,

it is called the dash pad and disconnect the battery before toughing the air bag. you can usually remove the bolts from the back of it and remove the airbag

That sounds dangerous.. Find where the cable from the pedal come to the throttle body, undr the hood.. You should see the cable where it wraps over a grooved wheel which operates the throttle opening.
With the engine off, use your fingers operate the wheel to see if it is stiff. You will see the cable slack and loop a little, make sure it sits back in the groove when you are done.
You are looking to see if the wheel hesitates in returning to normal position by spring pressure. Possibly the sping is broken? If the wheel moves and returns without stiffness or hesitation, then the problem is in the cable.. Dry cable and guide. This is hard to lube, likey needs to be replaced.
If the wheel is stiff and sticky, then the throttle body linkage is the issue. Try cleaning the linkage librally with carb cleaner. Avoid getting much in the intake.

I am trying to replace the fuel filter on my 1999
You are correct. The nut on top of the canister is loosened and the canister drops down. First - disconnect the electrical pigtail for the water sensor (at the bottom of the canister. Second - turn the water fuel bleed valve (yellow) near the top front of the canister to control spillage when you do remove the canister. The new filter comes with new O ring seals. Moisten with claean diesel and install. Add clean diesel to the newly installed filter and you will have an easier start up.

As a first course of action I strongly suggest that you have the starter solenoid checked. If the starter solenoid is worn out it has a tendency to start or not to start in any given situation, be it cold or hot. Im pretty sure that it's worn out and will need replacement.
