Idle is2500 rpm's at start
Any time your "check engine" light comes on, it's time to take it to an ASE Certified Mechanic...I could just need a tune-up, but why take chances??? There are good Mechanics out there...Do you k now somebody, who has used one mechanic (Shop?) for a long time???
2002 neon. how could transmission fluid be getting ino radiator?
On one of the tanks on the radiator you have two hosed that come from your transmission. This tank is your transmission cooler. Inside the plastic on the radiator you have a metal tube through which your transmission fluid pases through. That tube is surrounded by coolant/antifreeze which is used to cool your transmission fluid. A rupture in the tube would case fluids to mix possibly causing damage to the transmission.

Its a 1991 neon CAR
You have to remove the ignition key cylinder. Remove the top and bottom steering column covers. Once that is removed you should be able to see the outside molding of the key cylinder. There is a special tool that you have to buy to remove the cylinder.
I have no low-beams. I replaced headlight switch,fuse and both bulbs. Still nothin. The wiring harness seems a bit burnt...could this be an issue?
Certainly a melted connector is an issue. I'd start with what you know is bad. You also said that the wiring harness seems melted. This could be a fused link. Its like a fuse set to pop at certain amps but its a piece of wire instead of a fuse. They're mainly in place to keep your harness from catching on fire. This would indicate a major short. Possibly from your switch. I'd re-wire the switch with good clean tight connections and consult a service manual about the location and size of fused links, replace accordingly. Also, spend some time inspecting the rest of your wiring to be sure you don't have a short elsewhere before powering back up. Please let me know how things work out or if you have more questions. 2003 Dodge Neon ECM location
Hi.
The ECM in this vehicle is called PCM (Powertrain Control Module). The module is located toward the front of the car. The part looks like a box located in front of the engine block, between radiator and left wheel. The diagrams below show the position of the PCM:
In the previous Neon model the PCM was located on top of the inner fender panel next to the washer fluid bottle on the passenger side.
