Before doing that, I would find the wire at the fuse panel that goes to the pump and try jumping it there - could be corrosion in the relay socket, the wrong relay or something like that.

Under passanger side of the instrument cluster behine glove box . To see it you will need to take the insulator panel down and take glove box out .

Sounds like a its out of timing

On your engine most likely close to the oil filter . Have a close look around where the oil filter attaches to the engine.

1996 Roadmaster

1. Locate the programming connector located in the LH trunk. Trim may have to be pulled back to access programming connector. ( Connector has black/white wires leading up to it and it is not connected to anything.)
2. Jump programming connector terminals. Leave terminals jumped unitl step 6.
3. System should now lock and unlock doors to indicate programming mode has been entered.
4. Press any button on keyless remote once. System should now lock and unlock doors, indicating successful programming of keyless remote.
5. Repeat step 4 for additional remote or other existing keyless remote. NOTE: A maximum of only two Keyless Remotes can be programmed.
6. Remove programming connector jumper wire to exit programming mode.
7. Test remote(s).

You answered your own question. There is a problem with the fuel system. Check the fuel filter, fuel pressure, fuel pump and possibly plugged injectors. Using a scan tool can narrow your search for this problem

That is an oxygen sensor, these sensors send a signal to the computor to adjust the rich/lean fuel mixture.
When a code comes up for them, they generally need replacing.
