Sounds like you may be experiencing one of a few possible issues. If you have an external fuel filter, you may consider in replacing this first. If the filter is part the fuel pump inside the fuel tank, may have to replace the entire unit. Might need to drop the tank from the vehicle if you do not have a was to access from the inside.
Do you have any codes in your ECM ?

take it to an accredited diesel shop for a proper diagnosis
getting used units is a waste of money as they will have the same problem
get the shop to service yours or have them fit exchange units

Check the ground terminal that is clean an tight, and look for any damages on the cable..

Not quite sure where to go from here, but have you tried this:

With the engine running, lube the idler pulley shaft with WD-40 or the like. If the noise stops or subsides, you have likely found the problem. If not, you know to look elsewhere.
