What is wrong with the truck?
Sounds like your transmission is either out or close to it. I had a 2003 ford crown vic police interceptor with the same problem, mine was so bad that I had to floor the gasfor about 15 minutes driving around 3mph in circles till the transmission got warm, then bang it drove fine. Now this may not be it, so don't get your hopes up, just could be the problem like with me.

What causes the check engine light to come on?
The check engine light is triggered by failures in the emission control system. Fire under the vehicle indicate possible problem with overheating the Catalyst due to excess fuel getting to the catalytic converter. Have the codes read and get the diagnosis done. It will get worse unless it is fixed.

1999 Ford Explorer Oil Leak
You most likely hit a curb, the pan is cast aluminum and will break like glass if you hit a curb, the pan can be changed without removing the engine, it is very time consuming, but it can be done.

Turns over and tries to start but doesn't, but
have you ever replaced a fuel pump or fuel filter on it, next time this happens turn the ignition off take a rubber mallet or your palm of your hand and hit the bottom of the fuel tank around the center of the tank give it a good thump, try to start it. sometimes this will get you home but is just a temp. fix if its a fuel pump. open the fuel door remove the gas cap and put your ear where the cap was have someone turn the ignition on without trying to start it,if the pump is working you should here the pump it should pump up and turn off when it gets up to pressure. you could have a bad fuel pump relay also. your problem is either gas or electrical its just a matter of doing some checks.
