My 1999 Bonneville will be sitting in a parking
A lot depends on exactly what is happening here. Are we talking about an aftermarket alarm system? If so, I personally would recommend removing the entire system - they are usually more trouble than they are worth! (Just my personal opinion based on 36 years of auto repair experience)
NOTE: The information below applies ONLY to problems with the FACTORY security system.
There is a possibility that the horns going off are not being caused by the alarm system at all. Some GM airbag modules/steering wheel switches have been known to short out intermittently and cause the horns to sound for no apparent reason. If the horn is staying on solid (BEEEEEEEEEEEEEEEEEPPPPP) then it is most likely NOT the alarm system. If it is beeping on and off at regular intervals (BEEP.....BEEP......BEEP...) and the headlamps are flashing, then the security system is probably at fault.
Low battery voltage or a shorted cell in a battery can "trick" your alarm system into "thinking" that someone is trying to steal your car. A THOROUGH battery and charging system check should be performed to find out if this could be the cause.
Also, your factory alarm is a PassKeyII system. This means that if there is a malfunction in the system, there is most likely one or more fault codes stored in the Body Control Module (BCM) that can lead you to the cause of the problem so you can get it fixed.
Please note that MOST generic code readers CANNOT access these type of codes.
Another way to work around this is to "disarm" the system. To do this, unlock the door using the key. Press the "unlock" button on the door. Then press the "unlock" button on the key fob (keyless remote). The system will disarm. When you leave your car, use the KEY, not the remote to lock the car. (If you use the remote, the system will be armed again.)

I assume it's the 3.8 V6? They are notorious for intake gasket problems. The fan problem could be a few things, fuse, relay, ECT (electronic coolant temp sensor), ECM, Do the fans come on when you run the A/C? Hope this gives you some ideas. Let me know a little more and I'll try to help. TJ
My coolant fans don't work.
Hi,
If you start out with a cold engine, the Bonneville should not overheat traveling one mile, with out the A/C on.
If you are in stop and go traffic, roll your windows down, turn heater on high temp and high fan, and shut the Bonneville off at stop lights.
Watch the heat gauge.
The coolant fans not working may be a fuse, relay, or temperature sending unit switch.

I want to replace my
You will need a drill, mig welder, small grinder, and tools,(sockets, torx bits, etc.) Remove headlights, grille, bumper, from front. You will then need to remove all the parts connected to the support and upper and lower tie bars if you are replacing them too. You probably will want to completely remove the hood and loosen the fenders. The support is spot welded in so you must drill the welds to loosen the parts. You can use a regular spot weld bit or a 3/8 metal drill bit works well also. If you have never done this it will help if you have the new part so you can see where to seperate everything. After you get the old support off you will need to weld the new part in by welding through the holes you drilled to remove the old one. This is a pretty big undertaking if you are not trained in the field. I am retired from the collision repair profession and if you want to tackle this I will be happy to assist with more details if needed. Good luck.

did you check the connector that plugs into the fuek pump the termianls get burned and that causes multiple pump failures. its the 4 wire connector

You have a leak somewhere. Clean all the system hoses and the pump and rams. Start car, Get someone to work thet steering and check everything for leaks. Oil seals on the pump can leak when worn.

Disconnect the battery for 10 minutes, both pos. and neg. If the code is a false or intermitint the light will clear. If there is a genuine problem being repoted to the ECU/ECM, then it will return near immediately. If it doesn't, the next easiest and cheapest solution would be to take it to youor local parts store and ask them to run a free code check or diagnostic check with their cheap little scanner. Sometimes they can tell you what the code is and reset it for you. However, if it's a serious engine code then it will not show up on their scanner and a more professional approach will be needed. Hope this helps.

I have 2 bonneville's and had to replace the master cylinder on both.
don't use the rebuilt one's buy the new one it comes with a new plastic tank and it's a lot safer.

Key truns starter will not trun over battery good
This is caused either by a fault in the ECM (the Check engine light should be lighted on the dash) or the Passkey system thinks that your car is being stolen.
If it's the ECM the car will have to be checked with a code reader, it will tell you what failed. If it's the passkey the only way to permanently fix that is to bypass it - read this

You will need an exspansion plug tool for this. You start by getting a hammer
and a punch, and knock the old plug out, vise grips or pliers will help

the hole evenly, until is is about 1\16 of an inch recessed

Had the same problem. Took it to local guy and he put it on the computer and found the wire running underneath the driver side floor mat had gone bad. Had to do with the security shut-off, which this wire affected. Replaced that wire, and the car has been running great ever since - happened 19 months ago.

It could be a fuse problem or it could be a defective fan motor.
After you had new tie rods and rack and pinion did you get a complete alignment on the car? Also you may want to check all 4 tires to see if they are balanced correctly.
