Make sure PCV valve has good vacuum. Valve cover or covers depending if 6 cyl. or 8 cyl. have to be able to flow air in from air cleaner to valve cover thru engine and sucked back up by PCV system. It is possible that the engine just has to much blow by the engine rings.

maybe 4 gallons is not enough in that big tank I would consider say another 20 gallons before I looked for more problems

No, the tank has to be removed to get to the pump. Not much fun on a 28 year old car-all the hoses and hose clamps will be set tight with age and rust. The big filler hose will be especially tough-you may want to cut it through, then remove the pieces after the tank is out of the way. Then you would need a new filler hose-sometimes that is the easiest way to get the hoses and lines off.
