Check fluid level, which I would assume has already been done.. If it is full(check with it in park and engine running) , then I would suspect that there is a problem with the torque converter. Hard to say much else without having a chance to test drive and see it do what you are saying.

Locked brakes

Is your e brake on ?check that the cable is in good shape and not hooked on anything that will cause tension

Right rear break locks up

its probably only the piston/s seized. To remove very stuck pistons after dismantling the shoes, simply clean properly as much as possible both sides of the cylinder, put a grease nipple in the bleed screw hole, block the connection hole for the brake fluid, and pump the grease into the cylinder. warning!! if only one piston is coming loose then you have to stop it (maybe in the vise, good idea as the piston might explode out) and allow the other to come free.

You need to inspect the rear axle seals.
