The tank needs a good ground. Check for a poor ground or add a bonding strap to both tanks and the frame.

Be careful not to send regular voltage(amperage) into the fuel sending units. They operate on low current so no sparks. I don't know that particular fuel system(mine's EFI),but I wanted to make sure you were careful. don-ohio
Lossing spark signal between the icm and stater
Under the rotor cap is a object with 6 evenly spaced points that rotates in front of a magnetic pickup. Remove the magnetic pickup and connect a ohm meter to the two leads and heat it up with a hair dryer or better a heat gun used for heat shrink tubing. I have seen many magnetic pickup failures. Cold engine will run fine, engine reaches operating temperature and the magnetic pickup will go open circuit.

Fuel delivery
It is designed that way. Based on my experience you have a defective ignition starter swich, it is a common fault and the subject of many recalls for this very problem. The switch is at the botton top of the steering column
