Try on the firewall, behind engine on drivers side.. If you have a fuel injected model, you need to release the pressure before removing. Also this sounds more like a fuel pump problem than a filter problem.

hello see if you can take number 1 plug out of the car and either have some one in the car turning over the engine while you are sticking your thumb or finger over the whole were the plug was and when it blows your finger off the hole or you feel a lot of pressure that means your piston is at top and on exhaust stroke well then when you get that done ,take your distributor cap off and and look were your number 1 plug wire is and the button inside of distributor should be pointing that same direction if not its jumped time ,also if you cant do that get your self a timing light and try it that way ,all you do with the light is hook it up to battery and one wire goes to the number 1 plug wire and you point it torward your main pulley and you have marks there on your pulley also which one of them stickers under the hood should tell you were it should be ...
