This hose goes from the base of the thermoststleaking coolant hose

Most likely a bypass hose, available from the dealer and some parts stores.

Cam timing

usually when that code comes on after a belt change its because the cam or crank gear moved during tensioning,the cam and crank sensors are not in sync

Pull ur plug wires and check if there is any oil in there if there is clean with carb cleaner and replace also check crank sensor and plug

98 dodge neon has jumped time. How do I fix?

To begin with, the timing is not adjustable.The computer uses signals from the crank sensor and cam sensor to decide when to fire the plugs and injectors.Have you checked the computer for trouble codes yet ?

Just replaced water pump on 98 dohc neon,we timed it but now has rough idle,do you really need the computer to relearn the timing with a DRB or can i just reset pcm by disconnecting battery for a few

No you cannot just disconnect the battery that only works with pre 1996 cars, you have to have a scan tool to reset the ecm.when you first started it after the repair you should make sure everything is turned off, start the car and don't touch any controls gas pedal nothing let idle for 5- 10 minutes before anything.I would also check the vaccum lines maybe one came off.
