could be the vent door is getting hung up or the turning motor is bad.

cant. it doesn't lay all the way down.

mechanics fix things I have no idea what a "machiance" does if you want help then at least include the compression readings when is it blowing smoke how much oil is it using is the sump oil level correct what viscosity oil are you using comment with the details and maybe I can point you in the right direction

Can you turn the engine by hand to make sure the engine isn't seized or hydrostatic lock? If you suspect hydrostatic lock, remove the spark plugs, then see if it will crank. I don't know if you can visually inspect that the starter drive gear is engaging the flywheel? I can't see much from here, only make suggestions.

You need to find out first if it is fuel or spark issue,the way to find out is remove the air induction hose from throttle body and spray with fuel injection cleaner or carburator cleaner see if that will run the car if not you need to remove the ignition wire from spark plug and stick a screwdriver hold it against metal on the engine and see if you have spark,thats when you can tell if it is a fuel issue or gas.good luck/

Could have a bad cable , to check voltage drop starter circuit ! Starter Voltage Drop Watch some other voltage drop testing videos ! You need a DVOM - digital volt ohm meter to do this testing .

Bad connection or corroded cables, possibly a bad starter. Sounds like something is drawing more amps than the battery is capable of supplying.

Fuse , did you check for B+ at the pump ?

should not cost more than a couple of hundred dollars maximum I would have thought, a lot depends on the labor rates of your mechanic! just checked and the part , or similar cost between 30 and 60 US dollars, guess that means 75 ish maximum retail/parts store. Just checked on line and found it in an on line trader/parts store for just under 40 dollars. If we say your mechanic is a little slow and he charges 60 dollars then the maximum I would allow is about 250 dollars. You could end up paying less than half of that if he is fast and not too much in love with cash!! (I am sure his lovely.) GOOD LUCK PS the above assumes that that is the only issue with the vehicle.

Have you used fuel system cleaner in a while? Sometimes just dirty injectors can cause this. Also have you changed the air filter in the last year? Be sure to spray clean the throttle body when taking apart...These routine services can help wonders...as well as mileage:) Hope this helps. I like STP super concentrated in the black bottle...

It's getting a constant 12 volts. Disconnect the switch and see if motor still runs if not replace switch if it still runs the the problem is in the wiring.. My guess is in the wiring. That circuit should be a switched meaning only works with key on. Remove the inside panel of tail gate and follow the wires from wiper look any bare wires touching

your anti theft device is activated,you need to lock and unlock your doors a couple times with the key fob,not the key,and then you need to put the key in the ignition and start it,if you dont have your key fob,call your buick dealer to get a new one,they are programmed for each car only,you cannot bypass it.
