you have to take the dash out drop stearing column i bought core at junk yard they are expensive new a manual will show you how

My 97 Rodeo had the same problem. No Tail lights, no. Dash lights. There is also an annoying buzzer that goes with the set telling you the lights are on, there is no key in the ignition and your door is open. (you don't notice it when it's gone but you sure notice it when it's back)
The Fuse (taillight Illum) was good, The Light relay under the hood was good and all bulbs were good.
What fixed this problem was replacing the tail light relay which is located in a panel just to the left of the brake pedal also called the kick panel.Inside there are 3 relays. I replaced the one in the middle and got everything to work.
If you need to identify the relay you can put your hand over it and then turn the lights on and off. The correct relay should click. Mine was the middle one.
Hope this helps someone because it stumped me for months.

Hello! I would only add the the wire colors, at the switch, are Violet and Yellow and will show shorted (correct operation) when in Park or Neutral for an automatic and Black/White and Black/Green for the Clutch Start switch for manual...Guru....Saailer

Turn the steering wheel hard to the left to max it out. Hold it there and turn the key. This should unlock it.

Certainly possible, but very unusual.
Normal life is around 60,000 miles but of course driving highway and no city traffic would extend the life.
How many clutches so far ?

Check the idle circuit- idle motor or idle air control. The computer controls idle, but the motor or controls may need attention.. Also the throttle body may need cleaning of dirt and gum deposits, varnish, etc. Use an intake cleaner spray can.

First-on dashboard right hand side of steering wheel there are large (approx 1" sq) buttons-push to turn on-push again to turn off-for the rearwindow defroster,hazard flashing lights and....cruise control. Push cruise button to "on" and you'll see green lights on speedometer bezel light up. On end of wiper control stick on rightside of steering wheel-you'll find a pushbutton. Get car to speed you want-then push this button in. To turn off cruise control completely-push first button you pushed on dashboard.
