Kick down happens on all transmissions this way.
1:kick cable. (and or vacuum modulator, Hill)
2: TCM brain does all that magic. (PCM data (load, rpm,etc)
and some early years, are 1/2 and 1/2 , yes.
ill look up yours now to see which.
i look at FSM page 75+

shows it has a Governor, so if it fibs about trail speed, sure no passing gear.
ok page 87 shows TV cable.
page 90 lists the causes. read that?
transmission must not slip, does it, flogged up hills?
TV cable dead, or adjusted wrong. end to end, and detent valve at trans case. must move full range.
gov, failure (or line pressures excessive)
coke bottle under throttle, nah
valve body issues aplenty.
this car has no TCM
only a signal, TCC lockup wire from PCM to clutch lock sol.
so , its a 100% Hydramatic trans, with NO BRAIN box.
my guess, is the KICK cable is DEAD> or set wrong.
