That sounds a bit of a mess and all because power to the vehicle wasn't maintained during the battery swap. Likely to be a failed Body Control Module. You need a good local auto-electrician with a $5,000 pro grade scan tool computer for diagnose. You can't fix stuff like that yourself Judy.
My 2002 mercury grand marquis cruise control will not come on .
I am not familiar with this model but often this sort of fault is caused by one of the various inhibitors on the system that stops it's use in a dangerous conditions. Pressing the brake pedal for instance automatically stops the cruise otherwise it would try to speed up when you are trying to slow down. If this is a manual transmition vehicle it will have microswitches on the clutch, gear change, brake and hand brake. Automatics will have them on the brake, gear change and hand brake. Check these microswitches for correct operation.
2002 grand marquis battery drain
Need to locate the source of drain. After waiting half hour after shutdown, connect ammeter to car and measure current drain. Then one by one remove a fuse until you see the current go down - note it. Do it with all and check out the circuit with the largest drop. You should be drawing around 50 milliamps ordinarily for your radio clock, radio memory, etc.

Best way is to remove oil pan and weld in a new nut for drain plug, next best is to retap the threads to a slightly larger size and replace drain plug.( get plug then retap to fit the new plug.) may change from std thread to metric to be able to do this. Lastly the least effective way i know of- buy a small rubber expansion plug that fits in and tighten bolt that runs through it to expand the plug. ( this should work for a while till you can get it fixed properly.

Check the DPFE sensor and the 2 hoses going to it. Has to be on a scanner to see the voltage the DPFE is sending.
Sometimess will crank very strong then other times no powr at all dash lights nothing but will usually crank with a power pack. battery about 2 years old
Good news! Your car does not have a history of such problems. Now, what could be the answer?
I would start with the battery connections and cables.
Disconnect the cables and clean the battery posts shiny bright with sandpaper or a pocket knife, or whatever.
Then clean inside the battery terminals to also shiny bright.
Then look carefully at the thick wires that are attached to the terminals, right where they end.
Be sure there is no corrosion there.
It can be cleaned with boiling water, if you see any.
Have someone check the starter and also the starter solenoid, either of these could be in the process of failing.
