On a 1999 Plymouth voyager if the starter tests good how do you check fusible link

With a test light or meter. You should have battery power at the starter posts with the key in the start position. Same thing with the starter relay.

1999 plymounth voyager wont crank an wont start

well first thing to check is the battery working. turn the headlights on. do they light up bright. dim would me you need to charge it or replace it. if that's not the issue the starter will go and that makes the engine turn over when you use the key. the igniton or shifter could be another problem try starting it in neutral if you suspect the shifter cable. my guess is the battery. or the connection for the cables to the battery. but need to check and test stuff

Why is my radiator over heating? Replaced , side cracked, replaced thermostat. Still over heat.

DId you run engine with rad cap off for a long time while refilling radiator and also, have heater turned on while doing it?

The cruise control and horn

The horn is protected by fuse #9 (20 Amp), but my diagrams don't show which fuse
controls the cruise control.
Your Voyager has 2 fuse panels - one under the driver's side instrument panel (just to the right
of the parking brake pedal), and one next to the battery, under a plastic cover..

99 voyager overheating. Has oil and rad fluid. Think it is the temp sensor not turning on. The oil light comes on and the engine is smoking only after a 15 min ride?

Why do the dash lights flash after replacing the battery?

bad or dirty connections??? try deoxite 50 its quite good check around the battery and starter motor / alternator for loose and corroded connections check the voltage level on the cars main + supply is ~12V and ~13.8 when running
