Trying to locate spare tire and tire jack.

You can locate your spare tire under and between the rear tires.
Your jack is located in a compartment in a left rear compartment near the door. You'll see it when you open the rear gate. Check the left panel and lift the lever.

Whats wrong with 99" plymouth voyager,was starting fine now takes about 20 min. turn it over and it clicks but wont catch, kleep repeating till it does.

replace fuel pump, this is last, look for blown fuel pump fuse first

How much would it cost to get the first gear sensor fixed on our van?

No one on the internet knows anything about vehicle repair costs You need to have a vehicle properly diagnosed to find a problem, only then is there a solution & repair cost & that comes from the merchant your dealing with You do understand what I just said ? There is no first gear sensor to my knowledge on your transaxle It has a control module,but that doesn't mean it is related to your issues I once owned a trans shop in the early 1990's & we did many,many caravans & those transaxles fail ALOT

When should i check my oil

cold --cool and on level ground ---will get false reading if check oil right after turning off vehicle oil in upper part of engine hasnt made way down to oil pan or if on tilt oil wont give right reading

Horn does not work. Have replaced horn relay & fuse and it still isn't working. Please advise

Check to make sure that horn is connected at the steering wheel.Remove the portion of the wheel that you push to activate the hornand reconnect the wire. If that doesn't work check connections at the horn(s).

Dropping water at back part power stering

I sounds like it is the heater hose assembly. This vehicle, if I recall correctly, has an assembly of steel pipes that run the coolant into the interior of the vehicle for the HVAC. If it is in the back like you say, I would check those pipes first. If it is more to the front of the car and engine, it may be the water pump. The best way to check a cooling system is to pump pressure into the system and check for leaks.

Dropping water at the back part of the engine pulley place

This sounds like it could be your water pump. They have a seal in them and if it fails it will leak water, have your technician check it and if it's leaking you need to change it, hope this helps
