My 05 legacy has a vibration when idleing almost like a plug is misfireing, changed plugs and coil packs its still there. Could it be the injectors ?

Could be a bad engine mount. Most every engine has some vibrations. Check vacuum lines also.

Transmission won t shift

A bad clutch or an out of adjustment clutch will do that. Otherwise it's most likely something gone wrong with the transmision.

Why are my rpms staying at 1000 when I'm going 40mph?

Does your RPM gauge only go to 1000 and not record anything higher? As far as your check engine...on the Subaru Legacy the check engine usually comes on when there is an issue with something within the emission control sensors...and typically it is an issue with the forward O2 sensor going into the Catalytic Convertor. As a safety feature, the vehicle's cruise control will not work when the check engine light is engaged and the light will flash intermittently. The repair of the forward O2 (oxygen) sensor should run about $150 - $200 to replace the sensor. As with the case with most sensors, you may not notice any performance difference in the vehicle operation but you should have it diagnosed and repaired when possible because overtime the operation can be impacted.
