There are 2 8mm screws on top of assembly. Remove and pull out assembly. Disconnect wiring and screw out bulb. The screws are pretty long, so just keep screwing. It's really very easy.

I have to get the panel off to get to the wires.

General practice:Better use a lantern and a hook to pull the wires. If not, usually, under the clima controls knobs (pull out by little force),must have screws /clips to take out.If clima control is separeted by main, still may gain acces to wiring. The panel (s) needs side help to pop,do not use sharp/hard tools, plastic soft are better to avoid scratches. Many cars need to take the radio out also, this have side locking (ceck the small holes on sides, need a unlocking long thin tool)or by using a flat tool to unlock the pins by sides.Sometimes the panel (s) have taped (hidden) screw easily identyfing by close visual inspection. If the lighter has it's own painel u may need to pop this one out (like opening a phone).Inspect carefully and gently pull the sides with a plastic tool till figure out the removing sequence.U may put your finger in the hole to help it pup.U also may need to figure out how the lighter became loose.Watch for the corect wiring plugs. All advices are for general good practice, not for a specific car.Cheers.
