check fuses first? (has 2) my guess they are good, as other parts work.in the VIC.
did you scan it yet? (or do the flash codes , diagnostic)

the speedo on this car works off the CCD network,
in said car. (all 100% computer tech)
and the VIC self tests. run those yet>? its easy just read that same 8E chapter. and see flow chart there, for VIC.

if you scan the PCM does the PCM DUMPS out VSS errors.!@!!
its all 100% computers and sensors now. 1993 up.
GC was early in this era, for that.fact.
The PCM sees SPEED< and then sends DATA to the VIC
via the CCD network, so if DATA is missing?, both the speed and miles fail(odometer)
easy huh? the below has computer, and talks on this network.
scan the pcm. first, (after fuses)
there is other issues here, the VIC is married to the PCM.
(due to odometer laws here in USA) so that can be a pain, on all cars. made here.
Below is VIC rear. the center conn. is power and DATA.
this is the VIC schematic, all information is transmitted with DATA.
the VIC has a computer inside, a micro processor.
and a network chip. c1 and c2 twisted pair, Called CCD.
it works not unlike your PC computer monitor, see?
data in, >process ?>data to gauges. and lamps.
