Ticking noise on a 2001 town and country is it really a lifter
Probably, but other things can cause what sounds like a tick as well. Early rod wear can sound a lot like a lifter tick. Sometimes even the transmission can develop a ticking in the area of the torque converter/pump. If there is no other apparent issues, chalk it up to old bones - after all you have 186K on it.
My van is hard to start first thing in morning and has a new fuel pump
The fuel pump is just one of many components that could cause poor starting if not at peak efficiency. You don't say whether the engine is petrol or diesel powered but in both cases a good cranking speed is essential to cold starting and again in both cases sufficient fuel must be delivered into the combustion chambers in the right form; bad spray patterns due to worn or dirty injectors can cause bad starting, though most commonly in the case of petrol engines it is a poor spark or worn spark plugs and in the case of diesel engines tired or defective heater plugs that cause poor starting.
There is quite a bit to think about and quite a bit to check...

If you are taking the car to the garage or a mechanic, mark the oil filter before leaving home to make sure the filter is changed. After the oil has been changed when you return home you can check the filter to see if it was changed because the oil will only be changed. Since some mechanics know an owner of a vehicle will not check. Also, AutoZone have a very good quality oil for the chrysler town and country. Good Luck
Power steering pump whines while turning
Check oil level if low air may have entered the system .top up with power steering fluid if low , if air is in the system jack the front wheels off the ground , with the engine running turn steering from side to side after top up. if noise remains the pump is faulty.
I have a 2001 chrysler minivan with front end
if its making a clicking noise when you make turns, that's going to be the CV joints,, and you will want them replaced asap, as they can go out anytime and leave you stuck , with that many miles, that would be a good reason for the noise, if they haven't been done as of yet . If your getting them replaced,, have whoever is doing it, check the front end parts for any unusual wear,, also the brakes,

This is located in the engine compartment and its fuse # 5, heres a diagram to help you locate the fusebox, this box is on the driverside of engine compartment, i circled the radio fuse,hope this is helpful.
