Starter isnt engaging when turn key but lady said she turned on lights just trying anything to see if it did anything car started starter engaged?

Just guessing, but try checking the battery connections and the battery! It sounds like it was cold. I believe the ECU will keep it from starting if the voltage from the battery is low. Turning on the lights warmed up the battery a little and increased its terminal voltage. I have seen similar things in the past. Pops always turned on the lights for a minute when starting in cold weather.

The heater squeels when on

Blower motor is bad. Resistor controls speed. Motor is so worn out that it will only turn when set on high. Best to replace it before it burns out something else due to the high current draw.

My 2002 Chrysler town and country blower fan works when ignition is in accessory mode but when car is running there seems to be a great draw on the engine. Do you know what might be wrong?

In accessory mode you won't notice the high current draw because the alternator is out of the circuit and the engine is not running. With the engine running, you will see the excessive draw on the volt/amp gauge. If bad enough it will pull the idle RPM down a bit. Your blower motor is bad or the wiring has deteriated to the point of causing a high current draw. A good auto tech (or knowledgeable friend with a DVOM and amp gauge) can diagnose the problem in 10 minutes.

2002 chrysler town & country. wont change out of low gear.

I'd check fluid as required by Owner's manual no manual? Try MFG website or email their customer service, or try manualslib.com Otherwise you may need professional inspection to save the transmission. Also could be bad linkage and or bushings on the linkage to the transmission. Could be a similar problem with the shift lever itself, or an adjustment problem.
