Your connections are not good at the battery. Are the cable ends that attach to the battery clean? Are they making good contact with the battery. With the cables connected and after you try to start measure voltage by placing the test leads directly on the battery post. You should see 12.4 volts. No wipers have power at the motor
Honda uses a "switch to ground" system on their wipers. So power goes from battery, fuse, motor, wiper switch and ground. Check the switch.
Car jerks a little when the transmission is
not sure how rought but traditionally, Honda's are known to shift rough... its kinda their sporty style. I think its funny that the Accord is considered a "sedan", when clearly is not a Taurus or Impala which are purely sedans.

Why do I have oil in my 1997 honda civic coolant reservoir tank.
A few things could have happen,
1 you overheated and blew the head gasket and now the oil in mixing with the anti-freeze,
OR due to high Mileage the head gasket has just failed and is leaking into the anti-freeze journals inside the engine.,
Did you check the oil to make sure it's not a white'ish sludge on the inside of the cap, you might be mixing both back and forth..
