Where fuse location for horn ?

In fuse block. Ok, that's a smart a** answer. Not sure where the fuse block is located on your vehicle, but usually under dash left of steering column, or under hood on inner fender, or in glove box, or? Using a flashlite you can often see which fuse is blown by eyeball. If not, remove one at a time and examine. Other reason for horn to fail is horn relay bad. If only one horn fails, bad horn. Both fail = relay or fuse or broken wire.

How do you know what O2 sensor is out the code was HO2S21 what does the 2 and the 1 at the end represent

Your better of Googling your questions Everything you need to know about vehicles & OBD2 Codes, is all over the internet Need to study OBD 2 Systems (1996 thru 2013) Oxygen Sensors S11 is the passenger side-- on the exhaust before or in the converter S12 is the driver side exhaust Both of those are the front or upstream sensors that control the fuel trim or injector pulse If you had a S21 or S22 they would be the sensors in the converter at the outlet They are called downstream or Monitors Those don't do a thing until the converter looses efficiency, then they watch the switching ratio between the front & rear, to tell you the converter has failed HO2 --is Heated Oxygen Sensor 11-front sensor-right side (on a Ford) 12-front sensor-left side 21-rear sensor-right side 22-rear sensor-left side Not all vehicles are numbered the same as a ford

Cruise Control

Voltage from the brake light switch deactivates the cruise control . Have an assistant press on the brake pedal while you check that the brake lights are working properly. Brake lights that dont come on or dont shut off need to be fixed and go from there. Sorry if this doesnt answer you question but I thought i would give it a try.

My front tires are showing wear, and they toe out when in reverse

Be sure to have tires rotated every 5000-6000-miles. Walmart is good for that.
Outside wear is normal for fronts from the turns at higher speeds.
When tierod ends were replaced it is advisable to get front end aligned. Its not impossible to replace with minimum change but if settings were done with worn parts, new parts will change it.

How do I find out weather my 1997 mercury G.M. is the one with the police package

Info is a little fuzzy, but here are some solid clues. The 6th and 7th digits of the VIN should be 71 or 72 if it is a police or taxi model. It should have a certified 140 mph speedometer and full set of gauges like the Crown Vic. Very few Grand Marquis models were built with the 71 or 72 package because Grand Marquis was not sold to fleets like Crown Vics were. I would be surprised if you found a hand full of any year after 1995 in the USA still on the road. The 2003-2004 Marauder would be the exception but they are rare too.

Slow acceleration, bogging down as if to stall, when I press down on the gas it soundsa like the engine reves up but no speed follows.

Most of the time, one defect triggers another, and so on, and if the primary problem is fixed, the other defects may clear when given some time. The easiest of your Codes to fix is the P0401. This is an EGR airflow Code problem in the throat of the airhorn. The passageway which feeds the EGR is dirty. You need to clean the port between the intake and EGR. Code 1131 is lean reading from O2. Can be restricted fuel injector or low pressure, or too much airflow to cylinders from a leak. Code 1151 is a Vacuum leak. Can be detected with engine running by spraying water from a spray bottle to seams and lines. Codes 1233, 1234. Bad connections on wire ends, (Known defect of Factory crimps) At fuelpump, inertia sensor, or fuelpump module. You need fresh fuel. Fuel injector cleaner could help. The water spray can detect leaky gaskets that are dried up. You could easily have corrosion on connections, especially under the car.

Heater core

I would recommend having a shop do the job. If you want to try it buy a good repair book. The heater box on the firewall comes off and the dash comes out of the inside of the cabin. Its a major job.
