Fuel gauge not working all the time.
This is a normal concern.
The instrument cluster uses 4 different operating modes to calculate the fuel level:
Anti-slosh (default mode)
Key OFF fueling
Key ON fueling
Recovery
After a fuel fill up, the time for the fuel gauge to move from empty (E) to full (F) ranges from 2 seconds to 55 minutes depending on which operating mode the fuel gauge is in.
The default fuel gauge mode is called the anti-slosh mode. To prevent fuel gauge changes from fuel slosh (gauge instability due to changes in fuel sender readings caused by fuel moving around in the tank), the fuel gauge takes approximately 55 minutes to go from empty (E) to full (F).
The key OFF fueling mode (2 seconds to read empty [E] to full [F]) requires 3 conditions be met:
The key must be in the OFF position throughout the entire refueling of the vehicle.
At least 15% of the vehicle's fuel capacity must be added to the fuel tank.
The instrument cluster must receive a valid key ON fuel sender reading within 1 second of the key being put into the RUN position. The key ON sample readings are considered valid if the fuel sender reading is between 15 ohms ± 2 ohms and 160 ohms ± 4 ohms.
If these conditions are not met, the fuel gauge stays in the anti-slosh mode, which results in a slow to read full (F) event.
The key ON fueling mode (approximately 90 seconds to read empty [E] to full [F]) requires 3 conditions be met:
The transmission is in PARK (P).
The key is in the RUN position.
At least 15% of the vehicle's fuel capacity must be added to the fuel tank.
In key ON fueling mode, a 30-second timer activates after the transmission is put into the PARK (P) position (automatic transmissions). When the 30-second time has elapsed and at least 15% of the vehicle's fuel capacity has been added, the fuel gauge response time is 90 seconds to read from empty (E) to full (F). When the transmission is shifted out of PARK (P), the fuel gauge strategy reverts to the anti-slosh mode. The key on refueling mode prevents slow to read full events from happening if the customer refuels the vehicle with the key in the RUN position.
Recovery mode is incorporated into the instrument cluster strategy to recover from a missing fuel level input during a refueling event. Missing fuel level inputs result from intermittent opens in the fuel sender or its circuits. Recovery mode (empty [E] to full [F] approximately 20 minutes) is initiated when the following 2 conditions are met:
The instrument cluster is in the anti-slosh (default) mode.
The actual fuel level in the tank is greater than what is being displayed by the fuel gauge
My 1983 Mercury Grand Marquis's tires will spin because it shifts so hard when put in gear. Also, is there a good way to tune the idle screws or should I just take it in?
the steel pipe with hole is to allow condensation to drain out to try and reduce corrosion from inside exhaust.i presume its an auto tranny , get the auto fluid level checked , might be a good idea to have the fluid change due to age of car ,tuning the idle screws would require some sort of diagnostic device , there is a product that fits on top of a spark plug that emits different coloured light depending on how rich/lean the fuel mixture is, made by GUNSONS this could aid you a google search will find it , the idle can also be affected by the timing and points so a timing light would also help as would a workshop manual which will give step by step guide to these and many other procedures, i'm really envious that you've got a proper motor to work on, none of this electronic rubbish ,dont know your mechanical ability but you do get great satisfaction from doing these jobs your self , good luck and let me know if you need more info/advice
Charging problem
check fuseable link wires near the battery for corrosion or breaks in the wires these are designed to burn in half before loosing the entire wirin g harness in electrical fire or bad short..was anything tested..

Open circuit - gauge will read full.Grounded circuit - the gauge will read empty. If it reads empty all the time - then the wire that goes to the sender is broken and/or grounded somewhere along its length to the fuel tank. run a jumper wire from bottom of the fuse box in the spot, all the way to top of sending unit on tank. disconnect old wire at both ends, and then turn on the key and observe guage. if not this, check guage itself for sticking.
Engine will barely turn over

Rem the batt and replace it with a new one. see if you can get it replaced under warranty if the batt is less than a year old. the post cannot be fixed and you should not use it in that state.
Engine stumbles at low rpms.

It should be located under the vehicle. The filter is near to the fuel tank areas, where is secured to the frame rail with a bracket.

The answer is yes this is normal operation of the electrical signal to the pump it turns on for a few seconds and then cuts off. If it didnt build up pressure in the fuel rail then you have a faulty fuel pump change it out and it will cure your problems good luck. I usually drop the tank to change out the fuel pump some vehicles I have seen have an access under the rear seats not syaing yours does but wouldnt hurt to check.

you can try just resetting the fuel pump switch located in the car
the switch is originally in the car for in case of an accident, however, if changed, chances are you also have to reset it
in my 98 grand marquis, the switch is on the left side of the trunk
