My first thought is to check charging system on the vehicle. I see all the new parts, but, if problem on wiring circuit somewhere, it may not charge? I don't know what testing you have done? Any applicable trouble codes? Where I live some of the national brand auto stores will check po codes for free, if there are any. Sometimes they will make house calls, I don't know what they charge?
Can you do some testing with a digital multimeter, for your charging system?

Don't know if there's a really formal way, but here's what I've always done:
- 4 "corners" closest to the crank. Gently progressively snug them to lift the pan squarely against the block.
- all the rest - turn in until they barely touch the pan, then gently snug them to about how the first four were. THEN, starting at the centre, tighten out to the ends, one end at a time.
- I'm pretty sure there may be at least a dozen different people who may do it slightly differently, but THE MOST IMPORTANT PART (except for not forgetting the gasket) is to get it SQUARE to the block to start with.

probly need a replacement-they wear and inexpensiv--othr things like the idle motor or throttlbody need maintenanc tu--a repair manual is nice but a lexus is a complex vehicle--may want to unplug computer then reconnect cause some of the pins get misaliined and dirty creating electric issues--a scan just gives a general idea--to b specific a data stream shud b run--code machines often are used to sell parts
