Can anyone help me find out a Diagnostic Trouble

most advance auto parts will hook up an OBD-II scanner for free, just make sure if you're gonna take it to a shop you DO NOT clear the code, there is valuable data in it that a more expensive tool can read.
Where is the oil filter located?
It depends on which engine you have. Crawl underneath and look at the front of the engine on the passenger side, and it is either in the front or rear under the power steering pump.

Need to know what to tighten head bolts to on 1992
DOHC - Tighten all bolts in sequence to 22 ft. lbs. (30 N.m). Then tighten all bolts to 37 ft. lbs. (50 N.m). Repeat sequence, tightening all bolts an additional 1/4 turn (90 degrees).
SOHC - Tighten all bolts in sequence to 22 ft. lbs. (30 N.m). Then tighten all bolts to 33 ft. lbs. (45 N.m). Repeat sequence, tightening all bolts an additional 1/4 turn (90 degrees).

The Saturn Aura introduced a new bolt pattern for Saturn (and GM), 5-110. The SKY is the only other Saturn with this pattern. If you look to the extended family, the Chevrolet Malibu (2004-up), Pontiac G6, Saab 9-3 (current generation), Pontiac Solstice, Chevrolet Cobalt, Pontiac G5 and Chevrolet HHR use this pattern as well. There is also a very large selection of aftermarket 5-110 bolt pattern wheels.
Wipers dont move when turned on
remove the wiper arm assembly there should be a plastic cap lift that under there is a bolt about 12mm or so,loosen and remove,under there you will see a little gear with fine teeth sometimes they wear down causing it to not catch on the teeth in the arm itself,remove wiper arm turn the switch on and see if the little gear moves if it does you may need to replace the arm
Turns over but won't fire
well the plastic piece are from the timing chain guides are either broken or ripped off,and the metal rattling was probably the timing chain,,i think the timing chain jmped or broke and broke the guides,if thats the car you most likely bent the valves in the head,,,i would remove the cam cover and the timing chain cover and see what you got,you may need a engine

check sparkplug wires,and test you coil,and last make sure fuel praesure is good start there. good luck
I have a 92 Saturn SL-1 and it runs fairly
Try changing fluid and filter. If this does not correct it, then test the vacuum pressure in the vacuum controlled actuator and the circuit on the tranny. If it turns out ok, then tranny servo or other internal part may be faulty
