I have a 2003 Saturn L300 6 cylinder. Last week
This has nothing to do with the heat on the vehicle .
Reduced Power
The reduced power telltale is turned ON by the cluster when it receives a command from the body control module (BCM). The engine control module (ECM) (L81) engine sends a message to the BCM over the CAN serial data link.
The reduced power telltale is illuminated when the ECM is limiting engine torque in a low traction situation. This telltale is used only for the V6 (L81) engine application.
The reduced power telltale is turned ON by the cluster for 2-3 seconds, when the ignition is turned to RUN, for a visual system check.
Taking the vehicle to a qualified repair shop an having it diagnosed would be your best . Unless you have a factory tech 2 scan tool to read BCM DTC'S - diagnostic trouble code's an have factory diagnostic repair info.
Reduced Engine Power Mode
When the ECM detects a condition with the TAC system, the ECM may enter a reduced engine power mode. Reduced engine power may cause one or more of the following conditions:
• Acceleration limiting--The ECM will continue to use the accelerator pedal for throttle control; however, the vehicle acceleration is limited.
• Limited throttle mode--The ECM will continue to use the accelerator pedal for throttle control; however, the maximum throttle opening is limited.
• Throttle default mode--The ECM will turn off the throttle actuator motor and the throttle will return to the spring loaded default position.
• Forced idle mode--The ECM will perform the following actions:
• Limit engine speed to idle by positioning the throttle position, or by controlling the fuel and spark if the throttle is turned off.
• Ignore the accelerator pedal input.
• Engine shutdown mode--The ECM will disable fuel and de-energize the throttle actuator.

Check fuel pressure at the injector rail. If good, suspect crankshaft position sensor--when it fails to start, check for sparks by pulling an ignition wire off the coils and holding it close to the coil with an insulated tool while someone cranks the engine. If no sparks, replace the sensor.

03 Saturn Gas Gauge reading wrong fuel amount
You need to check the voltage supply to the fuel gauge. If it is the same as the battery voltage the instrument voltage regulator has probably failed.
Instruments require a stable voltage that is substantially lower than battery voltage and this is provided by a small voltage regulator, usually found mounted on the printed circuit of the instrument panel.
Car stalled, won't start.
This engine is fully computer controlled, so what you need to do is have that control module (PCM) scanned for fault codes, that is the first step, other issues like engine failure can not be ruled out either.
How to program a key remote
2003 years are not always able to program without having to go to the dealership, but you can try turning the key to the "ON" position without the engine running and hold the lock and unlock buttons at the same time for 3-5 seconds. If the doors lock and unlock and the chime sounds you are in luck. If not then a trip to the dealership is in your future. and this is for a factory remote.

Subject: Repeat DTC P0606 and P1780 Setting
Models: 2000-2005 Saturn L series with L81 V6
The following diagnosis might be helpful if the vehicle exhibits the symptom(s) described in this PI.
Condition/Concern:
A technician may find codes P0606 and P1780 setting. They may state that they are not able to duplicate the concern. Tech may state that when the customer is driving they report a sudden loss of power, then no throttle response, and the warning indicators come on. Tech may also state that the ECM and MAF were replaced with no change.
Recommendation/Instructions:
These codes will set if the wrong MAF was installed on the vehicle previously. This being an intermittent code the MAF may work without any concerns initially. The retailer may not be aware of 2 different part number MAF's for 2000-05 L series with L81. Compounding this is the reman sticker may fall off and GM does not cross reference the Bosch part number to theirs. Any time these codes are setting have technician verify the correct MAF is installed using the reference below
The part numbers are:
2000-03 90528435 Last 3 of Bosch # 184 (important because the reman sticker may be missing)
2004-05 24437651 Last 3 of Bosch # 087 (important because the reman sticker may be missing)

DTC P1780 (3.0L (L81))
To improve shift feel, the transmission control module (TCM) may request that the engine control module (ECM) reduce engine torque during shift events. When such a request is received, the ECM responds by retarding the base ignition timing and notifying the TCM that the request has succeeded. If the ECM is unable to comply with the request, the ECM sends the TCM a message that the request has failed.
The torque reduction request is sent to the ECM through a communication network called the controller area network (CAN). Two circuits are used to communicate CAN data between the ECM and TCM. A fault in the CAN will not cause DTC P1780 to set by itself. If a CAN fault occurs, other DTCs will set before DTC P1780.
When the TCM receives a torque reduction failure message from the ECM, then DTC P1780 will set. DTC P1780 is a type C DTC.

Why did the horn stop working?
could be a relay fault or the horn insides have rusted up
put a multimeter on the horn wire and set it to volts then have some one press the horn button
if it reads 12 volts then replace the horn
if it reads nothing the do the exercise at the relay
if still nothing or there is no relay then the problem will be in the horn contact under the steering wheel hub
