Are you measuring 4 volts with the ground on your tester attached to what?The door?The vehicle body?Check the ground on the door/wiring also and the follow the positive wiring back, if you still have to, until you get proper voltage. OR,grab some power from a tail light and feed the licence plates lights with that,if your ground is good on the door.

if you are talking power steering system, the whine is a vibration in a problem control valve and could be in the steering valves on the rack

There is no adjusting band , that is older transmission like GM built and Ford.

You may need to have the dealer re-flash the computers programming, it may have been erased when the battery was disconnected. In any event you need the dealer on this.

I simply replaced the whole radio. You other option is to get a cassette adapter. Yuck, but it works. Cassette tape adaptor

You could take the starter out and take it to a place like autozone and they can test it for free.They even test the system I believe when the car is still running.All stores have different testing equipment.

Look on the cross rail that is under the radiator- there are several holes in it, one, closer to the driver side provides access to the drain plug. Use a flashlight to see it easier. Than just use a long flathead screw driver to unscrew it, make sure you dont loose the rubber washer (it may stay in the drain opening). Also make sure you have a wide drain can, as the coolant will get into the cross rail and drain through all the holes

Not positive about your specific make and model but most modern vehicles have the voltage regulator built into the alternator. Classic cars use to have one mounter separately on the top of the inner-fender in between wires coming from the alternator to the battery on the positive (red) side of the circuit.

Kristen, Get car checked to see if there are any stored trouble codes. Have you had a complete tune up recently, may be time, including fuel injection cleaning. Hi,these are the codes, p0403....exurst gas recirculation circuit malfunction, p0100....mass volume air flow circuit, p0110....intake air temperature circuit, p0181....fuel temperature sensore a circuit performance, It could be just one of these thats throwing the others out,so you will have to test them all seperatly,all the best,hope this was some help.
