Peugeot 407, 2.0 litre diesel, 05,loss of power/air surge heard
I am not familiar with the 407 but I would think it is a HDi, if so what you describe is an air leak from a pipe from the pressure side of the turbo, I have had this on a Saab, in that case there was an over pressure switch under the dash and the pipe fell off. Look at the top of the engine, on the inlet side there will be a pipe from the inlet trunking or manifold, it should (maybe with a tee piece in there) go through the bulkhead
A/c not working
See if the door that diverts the air from the fan motor is changing from heat to A/C You could have a vacuum leak in the controls preventing the door from operating.

hi robbiem i would change the module its fitted on to the motor 9 times out of 10 thats what goes first of all check the wires inside the rubber sleave that goes from the car body to the door it could b a broken wire
