How do I test the igniter on 1996 corolla 4afe motor
Start the car and lift up the coil inserts from the spark plugs one by one. By doing so if the engine does not stall that cylinder has a problem. The problem may be due to the defective igniter, fuel injector, high tension cord, weak cylinder compression or a distributor assembly. Some models have distributor less ignition system.
To check the igniter check the 12V at the input lead which is entering the igniter amplifier in the distributor and the output voltage at the spark plug wire. If it is so the igniter is ok. If it is not starting at all or is giving intermittent problem, replace the distributor assembly.

I'm sorry to hear you are having this problem you shouldn't be after brake pad replacement .
This sounds more like the vehicle was in some kind of accident front end and it bent the axle or the cv joint is damaged .
Look at the brake pad the next time you have it repaired the ware on the pad should be even so the ware part on the pad should be flat if one side is thicker then the other it would be noticeable it means the axle is not spinning true its wobbling .Try taking it to a different shop something else is wrong and its making this happen

I would find out how much it is to install an instrument panel on your vehicle. If the cost is reasonable, the mechanic will have to install a used part. If it costs over 500 or so to fix, you might want to start looking for another car.
