My car started shaking and sputtering on acceleration as well as missing.

Check your fuel pressure at the Schrader valve (test port) on the engine's fuel rail. Just hook up a fuel pressure gauge and turn the key to on. If below specs, either your pump is weak and failing or your fuel filter is clogged. I believe Autozone (and others) have a loan-a-tool policy. You pay a deposit and get the gauge, and when you return the tool you get your deposit back.

2000 toyota rav4 motor spins over fast but will not start. Weak fire as well

If it spins over fast like there is no resistance at all then you have a bigger issue. Could be dropped valve, timing, warped head, etc. The amount of compressioninside the cylinder will not allow it to spin over freely and fast.

Why does radiator fan work when air conditioner is on but not when heater is on?

Rediator fan should turn on when the temperature sensor goes overs certain value. Probably when you are using a heater, outside temperature is quiet low and air cooling helps to keeps water temperature lower then the minimum to turn the fan one. Now , this is just a guess! To se sure, turn on your car parked and check the temperature. If goes over the value where fan should turn on, you've got a problem with the termostat or the relay.By the way, why do you repeat your question? To the same question you'll get the same ansewer. If you don't get an answer or you feel it is not the best answer you expect, you can repeat you question later and maybe it will be answered by someone else.

Back windshield wiper is working but no water

Your washer system could be low on water, the pump that pumps water to the rear sprayer could be bad or the connector could be loose, the hose to the rear sprayer could be busted or the rear head could be clogged.
There can be many things affecting your sprayer... goodluck!

WHAT MEANS WHEN "ETC POWER"IS ON?

seems something wrong with the Electronic throttle control (ETC) which is an automobile technology that electronically "connects" the accelerator pedal to the throttle, replacing a mechanical linkage There is no mechanical linkage between the accelerator pedal and the throttle valve with electronic throttle control. Instead, the position of the throttle valve (i.e., the amount of air in the engine) is fully controlled by the ETC software via the electric motor. - you better have the ETC immediately serviced by an approved Toyota-shop Electronic throttle control Electronic Throttle Control 25117169-dtj5krvtgjoqdjoc5b0bl5xd-2-0.jpg
