Why is the high mount stop light not working?

The same 15amp fuse for the regular brake lights powers the high mount light. If the regular brake lights work but the high mount does not, it could be the lamp monitor or a wiring problem.

There are two fuse boxes, one is under the hood near the battery and the other one is inside at the left of the dash just behind the edge of the dash, you'll have to look up with a light to see it, should have a black cover on it about 1 inch wide and 5 inches in length/

Why are tires that have flat spots from sitting over a year not safe to drive on?

Any imperfections or flat spots will be worked out after you drive a few miles to get some heat into them. Some tires even develop flat spots overnight. It's normal for pretty much all tires...Keep driving on them, may take 500 miles of easy driving...It may make you nuts listening to the noise until they round out after some driving...saailer I’m happy to help further over the phone at https://www.6ya.com/expert/david_6df67de3b14de867

Where is the starter relay located for my 2003 Toyota Corolla?

Why do think its a relay?? if it is a single click or sometimes no click noise when turning the key it is the starter itself. If it is a repetitive click it could only be the battery. If you hear a click, this is the relay you are asking about, however it is extremely rare for a Toyota. Please have someone help you with the next step. Get a long metal rod or long pry bar about 2' long and a hammer. Locate the starter, it will be on the driver side of a left hand drive vehicle between the engine and the transmission. Set one end of the rod on the body of the starter and tap the other end firmly with the hammer. You don't have to kill it. At the same time as you do this, your helper will be in the car holding the key in the fully start position, don't touch the gas as it may flood the motor. in mant cases this may start the car. If you live in a cold climate where they use salt on the roads, there is a small chance there could be a bad ground to the starter but only a 2% chance of this. of you are handy and can remove the starter yourself, you should check the starter contacts inside the starter. these copper contacts are usually the only thing that wear on a Toyota reduction type starter. And are not vert difficult to replace if you are comfortable with this level of technical expertise. Or you can order a new starter from your Toyota dealer as you already know the last one was good for 11 years and they usually have a less expensive rebuilt starter available for your corolla. 28100 STARTER ASSY Replaced by: 28100-0D080-84 28100-0D080 2003.05-2004.05 1ZZFE..

WHAT DOES THE LIGHT ''CHECK'' MEANS

The CHECK engine light means Malfunction Indication Lamp (MIL). It is a yellow colored indicator which always keep the driver of the car informed about the performance of the engine sensors and the Electronic Control Module (ECM). It is always in the OFF state when the engine is running. If it becomes on while the engine is running it become necessary to get the car be checked and scanned for any one or more problems which have occurred in the Electronic Fuel Injection (EFI) system.
