A sensor, gear or motor is defect or something is blocked. You can see and feel everything, we only can guess. You have to go to the workshop or ask a tech to come over, when you can't find out what is blocking the top.

You should find the info in the owner's manual unless it is after market stero. Then I would refer to the instruction manual. Otherwise I would take your car to a good, reputable, car audio shop and let them reset it. Inexpensive and your frustration level will make it worth the cost.

It depends on the rating of the tire. They are rated as such as S, T, ect. Depending on that rating specify a the speed code. Go online and check for tires and speed rating and you should get your answer. Also usually the higher the speed rating the worse the warranty. When you buy the tires they will be able to tell you what the rating is. Good luck.
