The motor goes bad because leaves and such make their way down and clog
it's air intake. Pick up a new one at your local auto parts store if you have to. Relay too.
It's four screws on the motor housing, located under the glove box (2 screws) and the wiring is harnessed, relay plugs in, so no sweat there.
While it's off, reach up into the cavity that feeds it air on the upper left.
You
may want to wear a glove. The design on this part of this generation Rodeo is
horribly flawed. I pulled a squirrel-sized wad of rotten leaves and pine
needles from mine after replacing the motor and resistor twice.
Like drinking a milkshake through a coffee stirrer, you know that's bad
for a motor. I clean mine out every fall, before running the heat
non-stop all winter.
