No, the fuel gauge not working wouldn't have anything to do with your not starting problem , probably the gauge is bad . With the SECURITY light lit , anti-theft system problem ! Service light ????? Service engine soon ? Or service vehicle ? With the light's on code's DTC'S - diagnostic trouble codes are stored . Have it checked , don't guess as to what the problem is. This would prevent the buying of un needed parts .

Alot of cars have plugs in the floor and are sealed with either undercoating or a type of caulk.over time the seal dries and cracks up letting water in. Raise the car up and find the plugs and reseal with a good silicone caulk. Plogs are usually a oval shape.

Service (Wrench) System Check The SERVICE (Wrench) telltale is turned ON by the cluster when it receives a command from the powertrain control module (PCM) or the body control module (BCM). The PCM or BCM will turn the SERVICE (Wrench) telltale ON for all non-emission related diagnostic trouble codes (DTCs) that require that a telltale be turned ON, some DTCs do not turn ON a telltale but are stored to aid in diagnosis. The SERVICE (Wrench) telltale will also be turned ON if the Antilock Brake System (ABS) control module has detected a fault in its own warning indicator system. If the ABS cannot turn ON its own telltale, a message will be sent to the BCM through the Key Word 2000 data bus to turn ON the SERVICE (Wrench) telltale. The SERVICE (Wrench) telltale will be turned ON by the cluster for 2-3 seconds, when the ignition is turned to RUN, for a visual system check. You need to have codes checked .

run the fault codes first to check for faulty sensors what you describe indicates a problem in the exhaust in that when the exhaust gas volume reaches a certain level the sensors are reporting it and the ECM is not able to fix it have an accredited exhaust shop check the cat converter for failure and partially blocking the exhaust at speed if it was a fuel pump you would run into problems long before the speed at which it occurs AT best it could be an EVAP problem with the vent not working properly but I think that it is exhaust related

I also see that the same problem is showing for the BCM issue ??? Where do you see this ? What happens when you turn the key to the start position ? Does the starter engage an spin the motor ? You have a crank no start condition ? Or nothing happens when you turn the key to start ? Which BCM fuse blew ? Those fuse's power more then the BCM . Cannot be window switches. 4 of them do not all go bad at same time. but they all have in common the power that feeds them and is obviously not getting there. Using schematic trace voltage to the switches. Gtranted you changed the relay but is power getting to the relay for it to switch?

The window track should have a bolt at the bottom so the track can be moved away from the window to allow enough room to slip it in between the tracks.Also the door skin can be unbolted to gain access from the outside of the door which may make it easier.

I had the problem and when i took it in they wanted a ridiculous amount of money to fix it.. It is the security system failing. i did a ton of research and found a module that u can install yourself that will bypass it and allow the car to start every time.. i did mine like 5 years ago and i havent had an issue since.. you car is on the list year make and model for having this problem i guess its really common in GM vehicles ..
