Engine turns over but won't crank

Assume by engine brake you mean an exhaust brake?
Exhaust, eddy current or transmission brakes are usually fitted to vehicles to help them cope with very hilly or mountainous country, extend the life of standard braking components and to reduce driver fatigue.
When an exhaust brake is engaged a butterfly valve in the exhaust is closed via a servo and a linkage. The servo could be vacuum, air pressure or electrical.
I only have experience of the air pressure operated type but I suggest before you begin looking at fuses and other electrical problems you ensure the butterfly valve is not seized or semi-seized and the linkage is secure.

It has been a long time since I worked with air brakes. Back in those days most braking systems were of the single line type though some of the parking brakes were two line types.
Since those days there have been safety developments meaning pipework can be quite a rat's nest and difficult to follow unless you have model familiarity or a pictorial diagram especially when the use of the parking brake also switches on the brake lights.
If the brakes work but there is no air under the switch it could mean the safety of the braking system is compromised and so I strongly suggest you obtain a pictorial diagram and understand how it should work to aid in discovering why it doesn't work.
