It can only be two things. The fan or the sensor that tells the fan that the engine water is too hot. (My guess is that it is the latter... (Those fans each have their own sensor ....lol, I THINK)! The parts store will know. (Be ready for a flood of antifreeze when you change the sensor. Leave on the radiator cap to keep fluid loss at minimum and top it off with the pink or green stuff, whichever you use.
Next thing I would try is to apply power (after unplugging) one or both fans, then hook them to a battery (solo) just to see if the motors work. If they run just fine (watch your fingers!), "this one" is over my head (I know very little about those little buggers)
already checked the fans solo...both work
For what it is worth I am waiting for a buddy to call me from where they built those thangs ...and I do expect he'll be able to fetch an answer for you when he does, so I've given him info on how to find you on "fixya.com" (Mike is his name). Best of luck! You whooped me...

SOURCE: radiator fan
it seems to be a relay or fuse. or the temperature sensor. it is usually on the radiator or the engine block.
SOURCE: Radiator fan doesn't always turn on when engine gets hot
you need a new heat sensor. It should be on the radiator at the end of a wire from the motor fan, Ask someone at a do it yourself parts place about the part and have them print out how to install it. Or better yet, buy a repair manual for about 15 bucks and it will tell you exactly how to do it, where the part is, etc.

this is for your fan problem
SOURCE: radiator fan's won't turn on.
replace the coolant temp sensor this contols the fan as to when thay come on and off
Testimonial: "thank you, i replaced the fuse and relay,so it sound's like the reel problem. Thank's again."
SOURCE: radiator fans won't shut down
The fans are controlled by the Engine Coolant Temperature sensor mounted in the coolant hose at the top front of the engine. Disconnect the electrical connector and see what happens. Fans should not run. If that cut the fans off replace the ECT sensor.
The ECT sensor provides input to the Engine Control Module which controls the radiator fan ...Its usually the center sensor connector thats Grey..
