The power steering reservoir should be on passenger side, rear of engine, Between the firewall and engine. The power steering pump is belt driven, serpentine belt. This is for a non-supercharged 3800 engine. In the picture you can see power steering pump pulley. I don't know how easy it is to see reservoir from the top?
if the serpentine belt is behind the supercharger belt and there is no way to get it off then yes but I suspect that if you fiddle a bit the belt will come off
there should be a decal under the hood somewhere that shows the belt routing. if its gone you can probably go to the library and find a book of your car that will show the routing and you can either draw a picture or take a photo of it.
