First replace the light switch. It controls all the lights you said don't work. The key chime is a small white switch on top of the ignition You have to remove the steering column bezel to get to it. They stick.
I had a similar issue to yours recently. The PKG LIGHT fuse was out in the fuse block under the hood. I had no running lights, no instrument panel lights and rapid dinging when I open the door like an indicator of the headlights being left on. It is a 20AMP fuse in slot 37. There should be another fuse in one of your "spare" slots. Hope this helps.
First check for power at the light sockets and make sure they are properly grounded. The neutral start switch should also be the backup light switch (located on the transmission at the shift lever). If vehicle is starting in the correct shift positions, likely it is adjusted properly. However, have someone watch the backup lights and move shift lever through the gears. if while moving lever lights flash, switch may be slightly out of adjustment. Pink or dark blue wire should be power supply to switch, light green should send power to lights.This is powered by a 15a fuse on the fuse panel.
